Are you sure? I would consider reporting him missing. Or get an elder law attorney to help you. Why won't step mom tell you where he is? She must have a reason.

Kimmy, sorry you are going through this type of situation. Usually when this happens there is a family back story. Could you give us more information?

Also note, your Step-Mom is very overwhelmed as she feels she is losing the love of her life, and also dealing with her own cancer. Could be she needs some distance from everyone.

She has done this before but finally told us where he was. This time she has refused to tell us & now will not answer our calls or text.

Kimmy - I found this on the website for the Texas Attorney General:

“No one has the right to restrict visits to an elderly person, nor force an elderly person to receive a visitor he or she does not wish to see.”

It was under the heading “Rights of the Elderly Under Texas Law”.

The web address is:
Texasattorneygeneral.gov
You might check it out - they also list several phone numbers for reporting abuse both facilities and in-Home care.

If the moderators here delete the web address- sometimes they do that - just google Texas Attorney General.

If your father is also a resident of Texas, try calling Texas Department of Aging and Disabilities 1-855-937-2372 they can discuss caregiver options. Gladimhere's welfare check (local police) idea may also be a good option.
